ASBG Advanced Waste Webinar
This advanced webinar is designed to help environmental and waste professionals better understand Resource Recovery Orders and Exemptions (RROE) and Immobilisation approvals. The webinar starts with the definition of waste as it applies to RROEs. A look at both land application and use as a fuel and the roles of the producer and consumer and the liabilities for both. Tips on how to avoid liability when making and receiving RROE wastes. Immobilisation approval is not just for landfilling of treated waste, it can assist in reuse and recycling. It then focuses on applications for a Specific RROE or Specific Immobilisation Contaminant Approval (ICA or SIA) and use of scientific arguments required to satisfy the EPA to gain successful approval. How it is done, but more importantly convincing the EPA it is a suitable process method being used. Consideration of sampling and concentration compliance issues, tracking and use documentation.
The final session looks at the Resource Recovery Framework Review process , what are the issues with RROEs and how the EPA is addressing the main ones. It will also consider the future of the waste levy, other relevant recent court cases affecting waste and landfill capacity in NSW.
The webinar is run over[3 x 1.1 hour sessions and will cover the following areas:
Session 1:
- Definition of waste: as it applies to RRO/Es and the impact of the EPA v Grafil CCA case
- When does a recycled or reused waste not require a RRO/E and when does it?
- What is land application and use as a fuel in detail
- Assessment of the once proposed Recovered Soil RRO/E criteria indicating the EPA’s direction
- Uses for an Immobilisation Contaminant Approval (ICA) (aka Specific Immobilisation Approval)
Session 2:
- When and how to apply for a Specific RRO/E
- Roles of producer and consumer and their liabilities
- When to apply for a Specific ICA - more reasons to it than you think
- Minimisation of liabilities by good management structures
- Compliance issues and documentation
Session 3:
- Rollout of the Review of the Resource Recovery Framework Review
- Progress in the rollout
- How and when the switchover will occur
- Changes coming to the waste levy and what the future may look like
- Recent Court cases on relevant waste prosecutions and related matters
- Status on landfill capacity in NSW and especially Sydney area
- Summary
