Proposed changes to the Load-Based Licensing system (LBL) are to capture all holders of Environment Protection Licenses. Particulate emissions are particularly subjected to increased controls and substantial fee increases following health alerts on them. Other pollutants are also proposed to incur large fee rate increases, with cost of abatement levels being considered. Proposed changes to the LBL are linked to the review of NSW's Clean Air strategy, again focusing heavily on particulate matter and ozone Key issues and ideas to improve NSW air quality will be discussed including:
- Key strategy changes under the Clean Air for NSW and likely influence on NSW air policy, LBL and the Clean Air Regulation
- Consideration of the emerging pollutants including SOx, PM2.5 and others
- Discussion and ideas on various options under the Load-Based Licensing Review paper:
- Mining, landfills, construction and other dust making sectors to join the scheme
- Increasing the fees, especially on particulate matter and key water contaminants
- Using a cost of abatement for setting LBL rates to ensure emission reduction
- Use of 3rd party auditors to audit LBL fees including load measurements
- Potentially moving to recycling of some of LBL revenue to emission reductions
- Reducing the compliance costs, especially monitoring and estimation techniques
- Use of green-offsets and improved Load Reduction Agreements
