Major changes and directions are coming to the management of wastes in NSW. Key areas of change include asbestos, the waste levy coming from proposed changes to the POEO (Waste) Regulation and Energy from Waste policy (EfW).
Lead by the NSW Asbestos Implementation Plan, new controls and conditions are being introduced to manage this problem material and its waste. Key issues are the practicality of crossover of health and safety, contaminated land and waste regulations and control on asbestos. Asbestos changes will have profound effect on the waste transport sector, the recycling sector and contaminated site remediation.
A variation to s88 of the POEO Act including recycling and waste processing facilities to be liable to pay the waste levy will have significant administrative implications for this sector. How the new levy payments will be made and how will they be measured and calculated are key issues for this sector.
Energy from Waste Policy is major reform of policy in NSW. Gradually Australia is warming to EfW and slowly following Europe’s lead. The EfW policy has introduced perhaps the world’s tightest conditions on this sector. So will this be enough for to permit EfW to obtain planning permissions or not? Additionally, the EfW will also replace the current Non-Standard Fuels Policy, so many other processes using ‘waste materials’ as fuel may be affected by this. The issue here is the very broad definition apply to waste.
